Parking in Columbia City
What is the reason for the 2-hour limits on street parking? one cannot go to a movie in that time. and use of light rail is limited due to short parking times. how can this be changed?

It can't. It is designed so street parking for neighborhood residents is not taken up by people going to the movies and riding light rail. This is is how it works in just about every "destination" neighborhood in the city.
There are multiple pay lots in the neighborhood and plenty of public transportation options to get to Columbia City.
Note that the 2 hour limit only applies from 7am to 6pm since the restriction is intended to avoid using streets near the station as a park and ride. I think you can even park at 4:30pm, have an early dinner, see a movie and then drive away.
