Columbia Citizens

So, in the past week I have noticed a good majority of the streets in Columbia City, and Hilman City have a good layer of gravel on them. Does anyone know why?

If this is for repaving roads, and add sidewalks on certain streets, awesome! I haven't seen much action on this, though, since it appeared about a week ago lining the streets, and it seems that it is on more streets than they could pave in a decent amount of time.

If it is just going to sit there, it is quite an annoyance, being tracked and sprayed into all streets, scratching cars, etc.

Anyways, I am definitely for keeping, and improving the function and aesthetics of the neighborhood. Just want to know: WHY THE GRAVEL, and when is it going to be gone/completed?
