I've noticed the same, and wondered about it. It is abrasive. I think the generator belongs to the ice cream vendor, who apparently needs it to keep the freezer going.
I'm sure the Farmers Market probably has nothing to do with it, and likely has little they can do about it. Seattle loves its mobile food vendors (think taco trucks and the various gourmet meals on wheels, like Skillet & Marination). In response, the City is making it easier for these vendors to sell their wares. An ironic upshot is that some are drawn to where the buyers are: at the outskirts of the farmers market.
Here's a recent post from a market vendor that touches on the issue.
I know last year there was the same thing going on with one of the stalls that was using a generator for a fan. We asked them if the noise could be stopped and they said they didn't realize it was a problem and promptly moved it. This year I think it is the icecream stand set up right there as well as a truck that keeps its motor running (for refigeration purposes?) I think it would be great to tell someone at the market.. The folks at the main info desk as you enter as well as the vendors. You are right it is not fun! We will do the same next time we go to market.
Today it was the ice cream stand's generator. The ice cream stand and the roasted corn stand aren't part of the farmers market. They are at the park because of the market, but the market has no control on them.
I guess the thing to do is tell the ice cream stand their generator is making the park unpleasant to be in. Next step is a noise complaint perhaps?
